We have nothing in the docs about CMS. We could add a page into the Contributing sub-menu.
Potentially relevant for three audiences:
Aspiring contractors who want to learn about the process of gaining a DCC/invite to CMS
Temporary CMS users who need to register on CMS to claim a one-off payment - eg. Bug Bounty
General audience who are interested in how CMS operates and is used to disburse payments to contractors
CMS is something of a black-box unless you have an account to log in. Including some screenshots etc in dcrdocs would be a nice way to demonstrate this unfamiliar aspect of DCR to the outside world.

I would also treat stakeholders as an explicit target audience. This group is interested in transparency and accountability aspect to make sure that malicious actors cannot abuse the proposals stakeholders have approved.
