Behind on quite a few versions of ESLint and its related packages.

An update will also allow us to use type linting. I tried running a previous version of type linting but it introduced warnings that tsc did not. Investigating whether this is because it's not updated or stricter.

Need to wait for eslint-config-airbnb to update ESLint to v9: airbnb/javascript#2961
