Bug: ArgoCd installed app stuck in partial delete state after deleting from UI (Intermittent)

📜 Description

If ArgoCd is throttling and user tries to delete ArgoCd type helm app/ pipeline from Devtron, than the deletion may stuck in partial delete state.

👟 Reproduction steps

Intermittent behaviour. Can occur on ArgoCd type helm app/ pipeline deletion when ArgoCd stack is throttling.

👍 Expected behavior

It should have been handled gracefully. Should be deleted after a while

👎 Actual Behavior

Stuck in partial delete state forever. Until the user force delete the pipeline.
