[EPIC] make batch emailing a separate service #11

The batch emailing uses a built-in Payload system, along with BullMQ and some custom code.

It would be great to extract the batch emailing to allow:

the batch emailing to be used by others outside of the dashboard
other projects to use systems might already have - without having to change of lot dashboard code
