I would say a request form (similar to the icon submission) on the website would be a very good first start as well.
It could consist of:
Requester name
(optional) Github name
What is the requested icon?
Description
(optional) Upload an example image/sketch/link
(optional) Donation link if you feel like it
The form could then automatically create a new issue With this information.
at the moment i feel that Icon requests are pretty vague (e.g. "icon for flask" -> could mean anything)
I would love to help and get notified for icon requests in the future btw.

In the same manner it would be great to have a webform to create a pull request with an uploaded icon.
