Automate monthly "WG Lead Check-in" #145

Christina currently manually checks in with each working group leader each month. It would save time to automate this process.

Example flow

Have "last confirmed" and "last confirmed by" fields on the working groups table.
Add a "confirm info" button to the "edit WG" modal.
On the first of every month, text or email the point person that they need to confirm their info.
Keep sending reminders every 2 days until done.
Also email development whenever a WG is edited with changes.
