The ProblemList-FIPS140*.txt files should specify generic-all instead of listing (a possibly incomplete) set of platforms for tests that involve algorithms, etc. that are not permitted or not available in general in FIPS140 environments. See ibmruntimes/openj9-openjdk-jdk17#398 (comment) for a recent example.
Talking to @JinhangZhang all the ignore lists have been updated to be consistant for all platforms given that there are no known differences in the FIPS excludes list based upon platform. This issue can be closed.
