Suggestion: Don't hide CSV template behind the "uploade CSV" button.

Description

• When uploading a .csv to create multiple BPNAs and BPNs I immediately wondered where the template would be.
• The template is currently located behind the "upload csv" button as well as another "upload csv" buton.
• Imho the "download csv. functionality" should be at the same navigational level as the "upload csv" button
  • Which its is, but only when looking at the second "upload csv" button.

Suggestion: Rename the first "upload csv" button to something like "Manage BPN* via CSV file"

Acceptance Criteria

• [No multiple buttons with the same name/label]
• ["upload csv" and "download template" close to each other and visible at the same time]

The Button implies "starting the uploading process" therefor you receive the template as soon as you dig into the uploading process.
as a counter argument i would not want to get bothered with the template all the time as long as i am not interested to upload something therefor it was embedded "behind the button"

rewording the button to "Manage BPN (CSV)" would be a feasible solution to clarify that.
