Currently Tycho uses some generic error codes when it comes to download failures.

In P2 there is org.eclipse.equinox.internal.p2.transport.ecf.RepositoryStatus that gives some more insightful codes, we should copy the class here and adjust it to reflect some of the error codes here as well.
