We know each index will list all datasets that are physically stored locally.
But what about extras (e.g., LLNL serves as an index for several other data nodes that don't have their own indices).
What about E3SM data that's only stored at Argonne?
Will any of the indices list datasets that are not local?

ORNL currently lists all dataset replicas in our Solr instance (we copied the whole index and replicas from LLNL and edited the records in place to point to the new copies)
