[Bug]: Unicode characters cause page names to break

Describe the bug

You cannot name page files with Russian or Ukrainian characters eg Ґ.md

Steps to Reproduce

1. Scaffold template
2. Add a page called Ґ.md
3. View project - link in sidebar is url encoded, and does not navigate to correct page when clicked

Severity

serious, but I can work around it

Workarounds

As a workaround, you name the file something else, and set the title and breadcrumb as the characters you require
