Our throbber does not throb in IE11. I'm pretty sure this is just because IE has poor (no?) SVG animation support at this point. A possible fix would be to use CSS animations instead.

Chrome also yells at you

SVG's SMIL animations (<animate>, <set>, etc.) are deprecated and will be removed. Please use CSS animations or Web animations instead.
