Although I'm not sure if this should be done in GMS or atheme, at some point we may want to look into rate-limiting login requests to prevent abuse...

Can't this be managed by the website and/or OS ? Like fail2ban for apache ?

I'm happy doing it in apache for now but eventually I would like to do it in GMS as well so we can screw one of them up without losing the game
