Similar to SimpleBoost allow to specify fiat currency

Thanks for commenting on the related issue getAlby/ZapPlanner#44

So, you could choose a fiat amount, and we would give an extra +50% budget to allow for price variation.

The subscription will at some point fail as the inevitable rise in price of bitcoin.

yeah, we can rebalance connection budget. in the future. or make hub aware of FX rate.

What about isolated connection without budget and then manual top-up of balance?
