HCS-1: suggestions for clarity

(BTW, before I get started: Perhaps there should be a discussion category for discussions of HCS proposals specifically? This, "General", is kind of a catch-all ....)

Anyway, in HCS-1 I see:

Suggest:

• Specifically calling out that no admin key means the file hash cannot change as well as "data cannot be deleted". It's implied, but could be improved (IMO) by making it explicit.
• Last sentence starting "In summary" probably is meant to be a new paragraph, not part of the bullet point.

Also, later:

Suggest:

• A step 2.5 reminding user to look for the data prefix, strip it off the actual data, and validate it - before uncompression? Or is it just assumed that the binary blob is intended to be used directly as a data url?
  • Reason I'm asking is that the data prefix is a "should" not a "must", so user must either know what to expect or figure it out.
  • At any rate, interpretation must be done after concatenation and before decompression. Reader can figure this out, but why not be explicit as long as you're listing steps?

Also, later:

Actually, the registry mentioned is HCS-2 (I think), not part of HCS-1. So maybe "... structuring, and, with HCS-2, a registry for efficient topic management."
