Relayer will be paused after being slashed #12

If the relayer failed to relay in a timely manner, slash will do the job and pause the relayer by the way.

The relayer will need to unpause by sending a separate tx.

Some notification services can be established to notify the relayer using their ethereum address using techs like https://blockscan.com/ or https://ethermail.io/
