Add option to disable Recent Tab in the UI

What should happen

PPSSPP should have an option to disable the recent tab in the UI.
Currently it is only possible by editing ppsspp.iniand changing MaxRecent = 60 to MaxRecent = -1.

Who would this benefit

Allowing users to use this option directly in the emulator without the need for a text editor.
