Copying the comment from #51

Remove tool/bin/rdapct-1.0.jar from repo

Build it via github actions and attach to release as artifact

Sync Readme, Normal usage topic still refers to outdated jar.

BTW you should add datasets folder to .dockerignore because after execution non-docker version (java -jar tool/target/rdapct-1.0.4.jar --config config.json ...) this folder will be created and docker build will be failed.
