Some configuration items should be dictionaries, not lists #6

This facilitates composition, as Salt Pillar will merge dictionaries but not lists.

Convert these to dictionaries:

metadata_providers (replace generated metadata provider ID with user-specified ID, include sortKey; cf. https://wiki.shibboleth.net/confluence/display/IDP30/MetadataConfiguration#MetadataConfiguration-SearchOrderingSearchOrdering)
resolver_attribute_definitions (key off the attribute ID)
resolver_data_connectors (key off the user-specified ID, noting that ID gets used in the attribute definitions)
rp_profile_overrides (key off the RP's entityID)

Maybe also convert these:

attribute_filter_policies
