How come this project does not have a Project and Manifest file as described in the Julia 1.0 Pkg documentation at https://docs.julialang.org/en/v1/stdlib/Pkg/?

I think when that is required there will be automated PRs made. If it was needed, I could add now. But I’d have to learn.
