We are working on a framework for doing startup checks. I think exit codes will guide the UIs across different platforms to know about the errors.

I don't think you should attempt fixing this, but wait for learningequality/kolibri#3285 to progress. We do check if the port is occupied since 0.8, but the exit code is just set to 1 so it's hard to decipher.
