offset between axis of pins (housing) and axis of holes in rotors on a two rotor gearset

hi, im seeing an offset ( and feeling it ) on the models .

in that image u may see it is 0.16mm on a 37mm housing gearset. the center of rotation of all the parts in the two rotors are offset by that much.

in this last image u can see there is an offset between the sketch generated on the second rotor and the actual hole in the body of it . that offset is not present in the first rotor (rotor 0) .
