Is there a way to open a package's manifest on GitHub directly drom the app?

I take that not, considering I couldn't find anything, but I figured I'd ask to confirm before making an issue.

winget.exe does not really know anything about the winget-pkgs GitHub repo. It works with a database generated from the repo, that it downloads from somewhere else.

But there is wingetcreate.exe (winget install Microsoft.WingetCreate) that helps you create/update manifests on the winget-pkgs GitHub. I don't think it has an option to open or even show the GitHub URI, but it can show you the full manifest file with wingetcreate show <app>

That can be a good feature request if you want to see that in wingetcreate show <> @AdreKiseque. Feel free to open an issue over at winget-create's repo if so
