pake task for switching a component clone to "development mode"

basically examine the clone git config to determine the "upstream", if it's in github fork using the API otherwise do something else (create new repo in github?), add the new repo as remote (and make it default) rename the old remote to "upstream" (or some other convention we can use in copy-paste examples for merging changes etc)
