Task reordering incorrect when sub-tasks are hidden

Repro: have a list with at least one sub-task, hide that sub-task, try reordering items.

This is to do with how/where filtering sub-tasks is done where it's essentially just hidden in the list rather than removed which means the indexes when re-ordering are not correct.
