Orchestrator has changed a bit from this work.

Giving this to Elin to get familiar with the Orchestrator.

First step is this. Use deltas when they exist for a device getting new firmware.

Second step can be this: #1595
To make sure that deltas have been generated before trying to deploy to a device.
