Currently, only "anomalies" can be targeted as Contracts - but they are conditioned to you being able to discover it first!

There're plenty of interesting locations on every Celestial Body not exactly tied to a PQSCity and that could be interesting to explore as Tourism, as the Kerbin's Impact Crater:
