Related to ocaml/opam#401

This makes it easy to backup computers and keep your github token in it without having to remember that it is in .opam/plugins/opam-publish/....
For the repos directory, moving to to the cache directory makes it easy to clean your computer without having to remember that things users don't use most of the time are stored in .opam/plugins/opam-publish/repos
