Automatch handicap is set by overall rating not boardsize and clock #2908

Describe the bug
If a person is rated 1d in blitz 9x9 and overall, they will be matched in 19x19 live and correspondence games as if they are 1d.

That is good initial behavior, but if it turns out their live 19x19 rating is 6k +/- 1 in 19x19, it will keep setting handicaps and selecting opponents like they are 1d if that's where their overall rating stays.

Black is rated better than white in blitz 13x13 but received handicap as they are 2 ranks worse "overall".

To Reproduce
Steps to reproduce the behavior:

  1. Win a bunch in one game clock and board size.
  2. Lose a bunch in another game clock and board size.
  3. Once the specific mode ratings are confidently different. Automatch one of the above settings.
  4. Observe the automatch system setting handicaps and selecting opponents based on the overall rating not that specific modes rating.

Expected behavior
When a specific mode's rating has confidence interval outside of or smaller than the overall rating, use the specific mode's rating for finding opponents and setting handicaps.

Since I'm several ranks stronger at 9x9, so I'm likely going to have to stop playing it on my OGS account or make a different account because the result of using my overall rank for other modes means I've only won 2 of my last 14 automatch 19x19 games against humans and that is no fun nor helping me improve at 19x19.
