Describe the bug
When a record that is assigned to another user is returned from search and then the audit view selected, the assigned user avatar button disappears and it appears that you can download the record. But you will get a failed to download toast. The assigned avatar should be present over the download icon and you should be prompted to unassign the record first.
To Reproduce
Steps to reproduce the behaviour:
Login as a registrar
Create a registration and assign it to yourself
Log out and log in with a different registrar account
Search for the record using the search bar or advanced search
Notice that in search results list, the record appears correctly assigned to the previous user
Now click the person's name to open the audit view
Notice that the avatar has disappeared and it now appears that you can download the record
Click download and attempt to assign the record to yourself and download it.
Notice the errror toast
Expected behaviour
As regards step 7 the avatar of the assigned user should be visible, prompting you to first unassign the user before you are able to download it.
