Describe the bug
You are unable to delete a supporting document when correcting a record. If you try to do so, then you must actually make a text data change for the "Continue" button to be visible and then when you delete the doc and submit the correction, the documents are not deleted.
To Reproduce
Steps to reproduce the behaviour:
Login as a register and make a registration containing supporting documentation
Retrieve the registration and correct the record
Delete the supporting documentation and return to the review page
Notice that the Continue button is still greyed out
You are forced to make a data change in order to submit the correction
Search for and download the record
Notice that the document has not been deleted
Expected behaviour
Users should not have to make a data change to delete a document and the document should be deleted or changed.
