Bug description:
Error when accessing record audit page after scanning QR without downloading it.

Steps to reproduce:

1. Scan any birth/death record.
2. Search that record.
3. Click on Name to navigate to record audit page (without downloading it)

Actual result:

Can not navigate to record audit page and gets an error. Though after downloading the record, can go to the record audit page.

Expected result:

Should navigate to the record audit page.
