upgrade openedx-forum to newer version 0.1.6 that include bugfixes.

I'm not sure this PR is necessary: requirements will be auto-upgraded by the bot, right?

I am also not sure, if that's the case, we can close this PR and wait for the bot.
Actually newer release contains major fixes, merging this will unblock any blocker like this.

The bot should pick up things like this, but it's also fine to put a PR like this to bump it early. Sorry for not responding to this one more quickly. I'll merge in about 15 mins.
