[Quince testing] <Learner Home Dashboard> : Unenroll doesn't work

STR:

• enroll into a Course
• open the Learner Home Dashboard
• click on a Course's context menu (tree dots)
• click Unenroll
• confirm the action
• skip Survey

AR:

• message You are unenrolled is presented
• the Course still on the Dashboard

ER:

• message You are unenrolled is presented
• the Course disappears from the Dashboard

Root cause

Change enrollment API call has a wrong BASE URL with a correct payload

MIT Open Learning hasn't been able to reproduce this, but we're not using Tutor for the deployment. I suspect it might have something to do with the PUBLIC_PATH setting in the Tutor plugin.
