Automated build & deployment of IFM platform

As the primary developers building the IFM tools, we need to be able to setup a development environment, run tests locally, publish my changes, and have integrated changes propagated to the deployed SaaS platform.

This includes creating a Nexus repo that allows importing of project dependencies without having to download and build everything locally. (e.g. common-rest project)
