As a developer, when viewing the detailed timeline page, I need to make adjustments to what activity is highlighted as friction so that aggregation by tag adds up the activity as friction. It can be difficult to record the data correctly to begin with, and corrections frequently need to be made.

Acceptance Criteria:

I can highlight the start and ending activity selection and color the activity with white/red/blue/yellow, according to progress, troubleshooting, learning, or rework time, and turn this activity into a new band.

Start/end comments for the new band should be optional.

If I highlight an area that is currently highlighted by another color, the old color should be changed to the new color.

If conflict band is placed on top of learning or rework, the new conflict band is a nested band.
If learning band is placed on top of rework, the new rework-learning-rework band is linked into the timeline group.
If learning band is "extended" by adjacent learning, the existing band start/end is adjusted to encapsulate the new area.

Progress bands can't be placed inside existing bands, but can be used to completely eliminate bands, or can be used to shorten existing bands.
