Currently template file sync_users.sh.tmpl is not used. It duplicates code found in user_data.sh.tmpl. sync_users.sh.tmpl is rendered by TF and fed into the render operation for user_data.sh.tmpl - but the variable is never used in the latter script.

Looks like this was an effort to split up user_data.sh.tmpl into components that was begun but never completed. It's a pretty good idea, so we should finish it.
