Sync parachain template with polkadot-sdk source

This repository needs to be synchronized with the official parachain template from polkadot-sdk.

Currently, the code is out of sync, which impacts developer experience. While the template exists in polkadot-sdk, having a separate, synchronized repository provides a better starting point for developers, as they don't need to clone the entire SDK repository just to access the template.

We should establish a process to keep both repositories aligned and prevent future divergence.
