Site not usable without javascript

I do realize most people have it enabled but it's not the point. Those few advanced users (like myself :)) who have it disabled quickly see those rare websites/projects that still work without js (aka remote code execution) even in this crazy age of bloated web development. For simple presentation/info websites with a few pages nothing more than vanilla HTML+CSS is necessary.

Non-js website is like writing "we commit to standing against the bloat" behind the lines, for those who can read it. Decred is standing against many kinds of bloat so let's do the same in software and web.
