Pick a prefix, I suggest "PF-" #2

I strongly suggest picking now a "standard prefix" for the names of these licenses, similar to Creative Commons' "CC-".

That will make it much easier for SPDX processes and tooling to interop cleanly with the Polyform Project.

No license in the SPDX list begins with "PF-".
