Describe the bug

The design token inputtext.filled.hover.background is defined, however it is not applied on hover.

Steps to reproduce the behavior

  1. Set inputtext.filled.hover.background to red
  2. Hover a text input
  3. The background does not become red

Expected behavior

The background should be red.
