Add choice for mgt ilo or ipmi to cluster-manager/config.py
add task for ipmi shutdown, startup, boot-network to app/roles/management/tasks
optional - add identify option for ipmi to blink lights on the device for identifcation purpouse
refactor the uid on/off to be a tasks under app/roles/management/tasks
