Update umich_solr_library_filters

It's not clear to me how far behind we are but definitely we don't have any of the many commits from 2019, and the jars we have indicate they were created for use with solr 6.0. They work fine with our tests, but it would be good to evaluate the impact of updating. We may want to ask for a release since the commits for solr 8 compatibility haven't been released.
