replicates puppetlabs/puppetlabs-peadm#48 as a discussion to use bolt project as feeder project

Additional Context

This task can not utilise PXP as it can not support dual master authentication with out considerable work which would include authenticating against a second master during cert creation and then pushing a job to the alternate master to finish the process that is deemed well out of scope.
