(A) What is the receiver behavior if it receives a RESET_STREAM_AT with reliable_size > a previously received FIN offset?

(B) What is the behavior if it receives a FIN bit with offset larger than a previously received reliable_size?

I would argue that (A) is an error but (B) is perfectly OK, but the draft should say something about this.
