[PROPOSAL] confidential repo for policy violations

We are committed to transparency, but we will also need discretion. For example, our own code of conduct requires private warnings in some situations: https://r-multiverse.org/conduct.html#enforcement-guidelines.

I propose we create a private GitHub repo where moderators and admins can confidentially discuss specific policy violations. Once resolved, the incident can be disclosed to https://github.com/r-multiverse/help with the appropriate level of anonymity (to be determined by our policies).

We will need to edit our governance to allow this. I hope to find time to create a proposal next week.
