I think adding some practical examples, like a sample package search or browsing a maintainer's universe, could make the page much clearer. Screenshots or small code snippets would also make it more engaging. It could also help to break up the three navigation levels (search, browse, package details) into their own sections with clear headers or bullet points so the content is easier to skim. Linking to any video or written tutorials would be a great way to give users more resources to explore R-universe.

I'm still not sure that page should become much longer as each chapter has more info (but am not completely opposed to it either).

It could also help to break up the three navigation levels (search, browse, package details) into their own sections with clear headers or bullet points so the content is easier to skim.

Each of these items is a chapter. Maybe I should simply add this piece of information, that each navigation levels is covered in more details elsewhere?

https://docs.r-universe.dev/ has a link to the project page on the R-universe website, which is where we try to keep track of videos for instance.

That make sense! Adding a note about the navigation levels being covered in more detail elsewhere keeps things clear without making the page too long. And the link to the R-universe site for videos is definitely helpful!
