This idea has been mentioned on Reddit (Link), where it was suggested to display tokens that can be cast instantly before those that require standing still (to allow for easier spam-clicking/button-mashing). In the same vein, it would also be practical to display tokens that can be cast while moving before them, but after the instant-cast ones.
A queuing system was suggested for the two (three) categories. This would be easy to implement via EventHandler once the DB is updated to allow differentiating between the categories of AP tokens.
