Add -t switch to rx_fm please

Hello there,

Originally submitted as an issue with soapyairspy as rx_fm wouldn't pass a key=value pair to enable a bias-tee on the airspy mini.

Was advised that the -t switch was only present in rx_sdr but to have it included in rx_fm would require a pull request. Will try to do that (never done that before!) but also leaving issue here just in case I bodge things up.
