Joomla 3 support ended on August 17, 2023. It's now obsolete and unsupported.
The Joomla team stated all users must migrate from Joomla 3 to 4 or 5 now, to be supported for malware and security fixes.

Joomla 5, released in October, 2023:

  • places a strong emphasis on code cleanliness.
  • introduces Fontawesome 6.4, Codemirror 6, and has updated its Webauthn Library.
  • now requires PHP 8.1, MySQL 8.0. 13+, MariaDB 10.4+, and PostgreSQL 12+ for optimal performance.

There's a discussion thread on the community.

If you (or anyone reading this) would be interested in donating to a crowd fund to support work to convert the Portal to be compatible with the current supported Joomla version, Joomla 5.0, like and reply on the community discussion thread!

But, is it possible to use SuiteCRM portal for Joomla with Joomla v3.0?

Yes, however, you're taking a big risk.
Support for Joomla 3.x ended August 2023. J 3.x is unsupported since one year, and not receiving security patches.
It's time to update Portal to be compatible with J 5.0.
